Big Island Representative
Rachel Vanzandt, M.Ed., BCBA, LBA Rachel Vanzandt, a highly skilled BCBA at Ho’okele, specializes in international treatment plans and social skills groups. Her 13 years of experience are backed by a Master’s in Special Education (ABA focus), a Bachelor’s in Psychology, and an Associate’s in Child Development. Outside of work, she enjoys hiking, snorkeling, yoga, and travel. While not a fan of seafood, she loves veggie rolls. Rachel’s goal is to continue her education and excel as a BCBA. |

| Neighbor Island Representative- Maui Island Allie Schurtz, M.Ed., BCBA, LBA Allie Schurtz is a Licensed Behavior Analyst with over 19 years of experience providing and leading Applied Behavior Analysis (ABA) services across Hawaiʻi and the mainland. She currently serves as the Behavior Services Manager at BAYADA on Maui, where she oversees a team of BCBAs delivering services across clinic, home, community, and Hawaiʻi Department of Education (HIDOE) settings. In her role, Allie directs clinical quality, provides advanced case consultation, facilitates Registered Behavior Technician (RBT) training and competencies, supervises BCBA and BCaBA trainees, and leads monthly clinical consultation and continuing education initiatives. She brings a longstanding commitment to high-quality, ethical, and culturally responsive ABA services in Hawaiʻi. Allie is passionate about supporting HABA’s mission through clinical leadership and collaboration. She is dedicated to enhancing service quality, promoting professional excellence, and supporting the continued growth and development of Hawaiʻi’s ABA community through evidence-based practices implemented across the lifespan. |
Kaua'i Island Representative
Neighbor Island Representative- Kaua'i Island Sarah Rosenfeld, BCBA, LBA Sarah is a Board Certified Behavior Analyst (BCBA). She holds a Bachelor’s degree in Social Work from East Carolina University, which laid the foundation for her passion for advocacy and supporting diverse communities. She began her career in special education as a teacher’s assistant in a self-contained autism classroom within Virginia public schools before relocating to Kauaʻi. After moving to Kauaʻi, Sarah transitioned into the role of Registered Behavior Technician (RBT) with the Kauaʻi Department of Education, where she spent five years supporting students with diverse needs. During this time, she earned a Master’s degree in Special Education with a concentration in Applied Behavior Analysis (ABA) from Arizona State University. She currently works with the Kauaʻi Department of Education supporting students across the island. Sarah is deeply passionate about advancing behavior analysis across Hawaiʻi and advocating for the unique needs of neighbor island communities. Her background in social work, special education, and ABA, combined with her experience across multiple roles, brings a valuable and grounded perspective to the board. She looks forward to collaborating with fellow board members to ensure neighbor island voices are well represented. |
